Review, investigate, evaluate, and select new technologies for current and future business needs; ensure that all technologies comply with Department of Education standards and strategic direction.

 

Resolve difficult and complex application problems through on-site analysis and effective utilization of technical staff, coordination with other information technology staff, and use of vendor contracts.

 

Provide assistance to other divisions and departments on applications development, upgrades, and replacement.

 

Receive and analyze requests for system modifications or new application development in assigned program area; recommend and implement solutions to problems or design systems as needed; coordinate or perform detailed analysis, development, and testing of new applications.

 

Select, train, motivate, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

 

Contact vendors for solutions, technical reference, and/or services required for systems expansion and maintenance.

 

Analyze procedures and data to develop logical solutions to complex applications programming problems.

 

Create and perform complex application analysis design and development duties.

 

Evaluate application development practices and create development standards, policies, and procedures.

Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Principles and practices of system testing, analysis, and security administration.

Principles and practices of program development and administration.

Principles and practices of budget preparation and administration.

Principles of supervision, training, and performance evaluation.

Methods and techniques of developing complex application technical manuals and documentation.

 

Ability to:

Oversee and participate in the management of complex application design and development programs.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of extensive experience in the areas of software application design, development, and deployment of enterprise-level N-tier architecture in a Microsoft .NET framework including two years of administrative and supervisory responsibility.

Training:

Equivalent to Bachelors degree from an accredited college or university with major course work in computer related field.

 

Keep up-to-date on business application development and implementation, database architectures, technologies, and methodologies, and attend training classes as necessary.

 

Conduct meetings with customers and transform requirements into effective applications.

 

Monitor quality assurance and security procedures for business applications.

 

Ensure application design and development policies are adhered to.

 

 

 

Independently perform complex application development/programming analysis.

 

Provide detailed design and specification documentation for all applications and databases.

 

Develop, maintain, and enforce database standards and procedures.

 

Verify stability, interoperability, portability, security, and scalability of application architecture.

 

Install, research, test, and verify proper functioning of software updates.

 

Create and enforce security standards.

Attend and participate in professional group meetings; stay abreast of new trends and innovations.

 

Must demonstrate attendance sufficient to complete the duties of the position as required.

 

Perform related duties similar to the above in scope and impact as required.
