Educated to degree level or equivalent knowledge and experience

Specialist technical knowledge evidenced through Microsoft Certified Professional qualifications or equivalent


Knowledge and Experience

Extensive knowledge of and experience with using a range of business intelligence tools

Extensive knowledge of and experience working with SQL databases and OLAP cubes

In depth knowledge of Microsoft Office products, in particular Excel

Experience of working under pressure on projects with high end-user expectations and within tight deadlines

Knowledge of current developments in IT

Evidence of continued professional development

Significant experience of successfully operating in a politically sensitive environment

Understanding of how analysis can be used to improve policy design and implementation at a national and sub-national level


Good knowledge of a range of analytical techniques and how they can be applied in a BI system

Develop strong working relationships across the national and local analytical teams and with users of the system, in particular Area Team colleagues, championing the use of the system to ensure efficient use of resources


Provide advice and training to the Analytical team and other users of the system, utilising technology eg Webex in an efficient manner


Prioritise tasks so that there is effective backup for individuals and a culture of shared responsibility whilst deadlines are consistently met


Ensure the system is appropriately documented


Participate in supplier relationships with IT support to deliver and maintain a suitable operating environment for the Business Intelligence platform

Project Management


Support the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.


Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.


Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner.











Ensure the flexibility of the project if required to meet conflicting/changing requirements.


Responsible for the planning and organisation of training events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner.


Demonstrate effective stakeholder management across different departments and at all levels.


Support other project managers as and when required.


Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business


Ensure that projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities


Financial and Physical Resources


Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.


Contribute to budget setting decisions with the Head of Department.


Advise on the cost-effectiveness of alternate technologies which are considered as part of the system development


Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Department, Steering/Reference Groups and others as required.

Responsible for the development and delivery of products relating to Business Intelligence Data Warehouse system.

Provide a Business Intelligence data warehouse system incorporating data drawn from a range of data sources into an integrated system to support reporting and provide the basis for detailed analysis within the Analytical Teams and  support data transparency

Implement/develop a fully integrated suite of management information (a “Single version of the truth”) covering activity, finance, performance metrics and outcomes to enable commissioning teams to operate effectively


Adhere to technical standards and locally defined conventions


Work with customers to understand their needs and design and implement solutions which meet business rules and illustrate an understanding of data. Presenting data in a variety of formats, accessible online wherever possible.


Ensuring existing systems are safely transitioned to a new environment whilst ensuring business continuity and the minimum disruption to users


Adhere to Information Governance standards whilst supporting the data transparency agenda
