Job Summary-Digital Solutions Programme Manager job description

They will effectively manage all associated budgets to ensure all projects are delivered within budget and manage project plans, team resources and tasks to ensure projects are delivered on time.

 

As new digital solutions are introduced, the post holder will be expected to work with the Transformation Programme and operational stakeholders to identify opportunities for improvement to safety, quality and efficiency (financial and productivity).  They will use their expertise in change management techniques and information systems, combined with their diplomacy and negotiation skills, to bring about, embed and sustain large scale organisational change. They will also use their advanced interpersonal and presentation skills to convey complex and on occasion, contentious information to staff at all levels.

 

They will be able to analyse and interpret highly complex information, which with their operational experience, enables them to identify new, safe, efficient ways of working to deliver the benefits of new technology.

Main Duties and Responsibilities  

 

General

Work closely with the Transformation Programme Manager to ensure all programmes of work are co-ordinated and aligned to the digital roadmap

 

Work in partnership with the Divisions to ensure that sustainable change is embedded into everyday operational business and the required benefits are achieved and reported

 

Supporting Divisions with optimal use of human and financial resources, complimented by optimal use of digital solutions, by providing information and modelling of new ways of working to deliver service improvements

 

Responsible for the provision of weekly and/ or monthly papers, reports and presentations to operational and corporate areas/teams

 

Work with the Division to use quality, financial and performance information to identify additional areas for improvement and transformation

 

Development of business cases to support the approval and development of new digital solutions

 

Responsible for the development, project management and implementation of a number of digital solutions, which will vary in value and which make up the Informatics Programme.  They will support the successful delivery of this strategic programme of work, ensuring digital solutions are aligned to the overall vision and priorities of the organisation.

Working collaboratively with members of the programme team, Divisions, third party suppliers and external parties, they will identify potential impacts on process change and workforce, identify and mitigate risks and develop local implementation and training plans to ensure changes are safe, embedded and sustained.

Manage approved budgets to ensure projects are delivered within approved funding

 

To provide expertise and support to the Division to ensure new work flows and digital systems are risk/impact assessed and that changes are managed in a planned and smooth manner

 

12.Work with the Safety Officer to ensure that all projects within the Health Informatics Programme adhere to best practice guidelines identify risks are managed in line with Risk Management Policy

 

Ensure that approved changes are supported by robust, effective and timely training in new technology and new ways of working

 

To assist the Division to understand the impact of their changes on other areas and ensure that all plans are in the best interest of the whole organisation

 

Design, develop and manage work streams within the Informatics Programme, which will include the management of project resources, either from within the transformation team or as seconded from operational services

 

Promote cultural change to support and facilitate the evolution to a high performing, collaborative, organisation delivering excellence

 

To act as the project manager in leading large and complex projects

 

 

Organisational

 

Work closely with Senior Leaders leading and managing the development of Digital Solution Programme work streams to deliver the Strategic Objectives and Plans, ensuring alignment with the Vision and Values

 

Work with the Directos to engage organisational leaders in undertaking assessments to identify those areas appropriate for inclusion in digital solution projects and identify appropriate membership for work streams

 

Work in collaboration with Executives and with corporate, divisional, service, workforce and financial stakeholders to deliver organisational changes which lead to improved quality, increased efficiency and cost-effectiveness

 

 

 

 

 

 

 

 

 

Represent the programme and specific work streams at the relevant programme boards and project groups

 

Ensure active communication with key members of implementation teams and to persuade and influence stakeholders as required meeting agreed timelines.

 

Programme management

Develop project and business plans, with supporting budgets, for the delivery of major digital solution work streams and projects

 

Initiation of new projects including the development of formal project documentation  and formation of Project Boards and teams

 

Ensure processes for documentation and recording of information within the work streams are robust developing electronic data storage systems for this purpose as far as possible

 

Development of a Programme Benefits Tracker, regularly reviewing progress against plan and updating executive owners on progress

 

Identifying and implementing remedial action as required to ensure intended benefits are achieved

 

Lead and successfully manage expectations on programme deliverables, working alongside key stakeholders

 

To understand and interpret potential constraints /risks to project objectives

 

When necessary, use persuasive, diplomatic and motivational skills in negotiations, breaking down barriers of misunderstanding by employing a high level of interpersonal and communication skills, striving for a collaborative and early resolution of any highly contentious matters

 

Make effective links and assess the impacts and co-dependencies of current and emergent issues which may impact on the programme or on sustainable change being achieved

 

Work to ensure synergy between all programme work streams, ensuring these are congruent and support delivery of the overall programme objectives

 

Actively manage stakeholders, respond to and resolve any conflicts between stakeholders as they arise linked to project aims

 

Manage project team members for day to day matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters

 

Build constructive and effective relationships with colleagues and staff at all levels effectively utilising relationships and informal networks to achieve delivery of targets

 

Build and manage constructive and effective relationships with third party suppliers to assure the quality and safety of digital solutions, the delivery of benefits and to meet project timelines

 

Identify training requirements across the organisation within the scope of the digital projects being implemented and work with suppliers, stakeholders and trust trainers to ensure appropriate and timely delivery of training to relevant staff groups

 

The post holder will be expected to facilitate skills transfer for service change, business case development and /or programme management on a daily basis

 

Update documentation on the EPR Shared Drive, ensuring all materials related to the  Informatics Programme are stored on the drive

 

 

Continuing Professional Development

 

1.Identify own learning, development and  training needs and ensure they are met following review and discussion with the Head of Transformation

 

2.Promote a positive and professional image through personal presentation and promotional activities

 

3.Work towards set objectives for the Informatics Programme and to provide a positive contribution towards corporate objectives.
