Head of Health and Wellbeing job description
The post-holder will be responsible for the overall leadership, development and delivery of Health Improvement services (Sexual Health awareness, Healthy Weight, Stop Smoking, Healthy Schools, Health Trainers and health promotion resources).
To ensure effective performance of all services, including the delivery of all relevant national and local performance standards, targets and service level agreements.
To formulate and implement the vision, strategic and business objectives of Health Improvement services on behalf of the Organisation.
To work closely with colleagues and other key stakeholders across the TrustOrganisation to ensure that Public and Patient Involvement activity is proactive and effective and in line with the Communications Strategy.
To plan and implement Health Improvement services based on public health intelligence (Joint Strategic Needs Assessments and Health Equity Audits).
To agree and deliver services in line with commissioners intensions to ensure investment is aligned with population needs. This will involve analyzing highly complex information and consideration will have to be given to different needs and requirements. Those needs will have to be compared and negiotiated.
To lead on strategic developments for Health Improvement Services within the Organisation.
To ensure effective relationships are developed and maintained with key stakeholders to promote the agenda of health and wellbeing boards
To translate national public health policies into local strategy and programmes for action and present the case to Health and Wellbeing boards and other senior level management groups.
Significant experience and achievement of leading, managing and delivering health improvement services.
Detailed and clear understanding of ORGANISATION services infrastructure and how local government services impact on the health agenda
Demonstration of implementation of public health strategy and how to apply this in collaboration with a range of agencies
Significant experience of community development and in using effective audit and evaluation methods relevant to health improvement projects
Clear understanding of different behavioural approaches to improving health including the advantages and limitations of lifestyle change
Well developed knowledge and understanding of community development and empowerment theory, including a range of methodologies for participatory approaches in health and health planning
Understanding of coaching, management and leadership practice and theory
Clear understanding of the commissioning processes and how to influence them
Significant financial awareness and evidence of delivery against cost improvement programmes
Strategic development experience, including working across organisational boundaries
Knowledge and experience of governance systems and processes
Experience of effective partnership working and building relationships with other organisations

The post-holder will be responsible for developing the service through efficient business development, positive and social marketing, implementation and delivery of high quality evidence based lifestyle programmes.

To work jointly with the Director of Human Resources, Organisational Development and Communications to establish a healthy workplace.
To participate in and comply with the corporate risk management for health improvement services including the relevant areas of the Risk Register and Assurance Framework.
To contribute to the development component of a long term workforce strategy with a five year workforce delivery plan.
To contribute to the development of the overall business plan for Health Improvement services, monitoring service delivery against this plan and making adjustments to the implementation in line with the overall resource allocation.
To performance manage the effective delivery of the following services:
• Stop Smoking,
• Healthy Weight,
• Sexual Health awareness,
• Health Trainers,
• Healthy Schools
• Health Improvement Training solutions,
To liaise with the Communications team to establish high quality advertising, awareness and social marketing materials.
To manage operational delivery in a way that provides assurance to the Board that, systems and processes, governance and risk arrangements are managed effectively.
To develop and manage Service Level Agreements (SLA’s) for Health Improvement services to ensure volume quality and cost performance parameters are met and ensure timely reporting of Key Performance Indicators (KPI’s).
To hold overall responsibility for effectively managing sickness absence, recruitment and selection, performance management, personal career development, appraisals, disciplinary and grievance matters and work allocation.
To be responsible for the continuous development and improvement of Health Improvement services for the Organisation ensuring that services are audited and evaluated to determine if they are meeting objectives and delivering effective high quality services.
To provide leadership in developing models of best practice for delivering Health Improvement services.
To undertake partnership work and develop close relationships with GP Commissioning Consortia, System Delivery Boards, other Providers including the third sector, to understand the business issues relating to health improvement in depth.
To ensure provision of appropriate advice and support to a range of agencies in primary care, the local government and the third sector who deliver health improvement, ensuring collaboration and joint working across agencies, local implementation and effective performance management.
To be accountable for all Health Improvement services budget.
To generate additional income by identifying additional funding streams e.g. Big Lottery, DH.
To contribute to the Organisation’s annual business objectives and to deliver those pertinent to the Health Improvement services.
To develop clear intelligence and make improvements where appropriate regarding the strengths and weaknesses of the Health improvement services.
To be proactive in seeking out new business opportunities in alignment with the core business of the Organisation.
