Deliver IT web solutions through the selection, configuration and integration of web based solutions that are fit-for-purpose, provides best value and complies with relevant legislation, industry standards and the infrastructure

 Produce and contribute to web based architectures and that provide the optimal mix of flexibility, functionality, cost and risk

 

 Contribute to the development of policies for IT usage, IT security, procurement and configuration, to ensure compliance with legislative and regulatory requirements, to assure the integrity and performance of the IT estate and to minimise risk of IT security breaches

 

 Work closely with departments and provide leadership in identifying and implementing opportunities to deliver services through web channels, both externally to citizens and internally

 

Turn business requirements into web based solutions that meet needs and align with IT policies and standards.

 Provide 3rd line support on major incidents and problem resolutions to minimise impact to services.

 Identify and develop solutions that optimise cost, flexibility, functionality and risk ensuring alignment with the IT Strategy and standards.

 

 Identify and develop web solutions to deliver services to the citizen whilst maintaining data integrity and ensuring flexibility, functionality, minimised risk and alignment with the IT Strategy.

 

 Identify and develop opportunities to both improve and increase the services offered through the intranet and web access whilst maintaining data integrity and ensuring flexibility, functionality, minimised risk and alignment to the IT Strategy.

 

 Maintain an up-to-date knowledge of IT technology developments and transformational government policy and practice at a strategic level. Proactively identify the opportunities and benefits that web technologies presents and recommend updates to the IT Strategy and Roadmap.

 

 Promote the effective use of IT across the organisation by leveraging both existing technology and new technologies through innovative designs that optimise the cost, risk profile and effectiveness of IT services delivered to BWD.

 

 Contribute to the creation and implementation of a target application architecture the meets the needs.

 

 Contribute to the annual budgetary and IT planning processes by contributing to cost models for technology architecture and developing costed solution scenarios under the direction of the Business Solutions Manager.

 

 Contribute to the creation and maintenance of a rolling 5 year forecast of web technologies, including ongoing operating costs.  This will include the planned obsolescence and replacement of web related software and hardware in line with emerging technologies.

 

 

Contribute to the development of policies for IT usage, IT security, procurement and configuration, to ensure compliance with legislative and regulatory requirements, to assure the integrity and performance of the IT estate and to minimise risk of IT security breaches

 Clearly document all technical standards, solutions and policies ensuring knowledge transfer to IT operational and support staff.

 

 Influence and contribute to the setting of IT standards and policies through co-ordination with IT colleagues.

 

 Contribute to the creation of an application development and integration lifecycle approach and standards  so that software projects are delivered in a consistent and professional manner.

 

 Develop IT security policies to ensure manages its IT security risk to an acceptable level. Ensure that selected software packages and internally developed solutions and applications meet the data security standards and contribute to the development of those standards.

 

 Discuss the future development of software products with application suppliers to ensure that the evolving web related requirements are included in suppliers’ development plans and that packages remain compliant with appropriate legislation.

 

 Maintain an up-to-date knowledge of industry good-practice, information security standards and solutions, and changes to IT related regulation.  Propose changes to existing IT policies and procedures to keep in line with industry practices and regulation.

 

 Contribute to the review of any IT security incidents and propose changes to policies and procedures to prevent similar events in the future.

 

 

Work closely with departments and provide leadership in identifying and implementing opportunities to deliver services through web channels, both externally to citizens and internally to officers.  Engage with departments to understand drivers, key issues and ways of working.  Use the understanding gained to suggest and implement innovative web based solutions that improve working methods within departments.

 

 Identify opportunities to transform and simplify internal processes through transactional web services, browser-based collaboration technologies and other web service technologies.

 

 Work closely with departments and colleagues from the business consulting team to understand their service objectives and lead initiatives to extend and improve services through transactional web services and managed data sharing.

 

 Maintain good working relationships with other partners and key software suppliers to identify appropriate standardised solutions to  requirements and opportunities to collaborate in cost-effective cross-authority initiatives.

 

 Provide outline solution designs, implementation cost estimates and operational IT costs and benefits into project business cases.  Ensure that spending on technical solutions for projects remains within the agreed budget and inform project managers of any anticipated variances before expenditure is made.

 

 Develop outline designs and solutions into detailed web designs.  Produce detailed implementation plans for the new solutions that minimise risk and impact

 

 Work with IT colleagues to define and implement the underlying, fundamental infrastructure required to deliver web based solutions.

 

 

 Select solutions that support the Business Continuity and Disaster Recovery Plans and provide scope for future growth.

 

 Complete extensive system testing, resilience testing, penetration testing and recovery testing on all web solutions before release to the Council infrastructure.

 

 Provide training and appropriate documentation to BT&IT operational staff in the support of new and updated applications, and changes to policies and procedures.

 

 

Provide 3rd line support on major incidents and problem resolutions to minimise impact to services.

 

 Provide technical leadership on major incidents including formulating resolution plans including the co-ordination of IT operational staff within the incident team and providing regular status updates to BT&IT management staff on progress of the incident resolution.

 

 Lead post-incident problem management analysis teams to identify, design and implement permanent fixes to incidents.  Provide information to the IT operational staff on known errors.

 

 

 

 

 

 

 

 

 

 

 

 

 

 Provide 3rd line support for day-to-day operational service, including post-incident walkthroughs and general coaching of operational staff to reduce the number of escalations to 3rd line for routine operational issues.

 

 Support the IT operational teams in identifying the root-causes of commonly recurring incidents and propose solution designs to eliminate them.

 

 Seek to reduce the number of operational incidents experienced over time by explicitly addressing operational stability and resilience concerns in solution designs.

 

 

General.

 

 Deputise for the Business Solutions Manager and provide support to BT&IT team whenever necessary

 

 Organise, facilitate and lead effective technical workshops and presentations to ensure that technical solutions are clearly communicated.
