Degree and/or CIPS Qualified, with additional business qualification (e.g. MBA) or significant demonstrable experience
Significant demonstrable experience of:-
•negotiating high profile complex commercial agreements;
•responsibility for running procurement processes including producing tender documentation;
•managing contractors, professional advisers and staff resources to achieve corporate/commercial objectives;
•producing/contributing to business cases;
•managing complex stakeholder environments; and
•delivering procurement projects within budget and on time
Experience of drafting and advising on complex outsourced managed services and/or IT contracts including KPI’s, SLAs, contract schedules.
Specialist knowledge of :-
•contract and schedule construction;
•IT infrastructure and software solutions;
•contracts that involve the delivery of public services by the private sector;
•procurement and sourcing strategies, relevant legislation,
•Standard documentation and available frameworks; and
Knowledge and expertise to be able to manage highly complex relationships.

1.Lead and ensure that appropriate contracts are put in place that meet customer / client needs.
2.To support the delivery of an effective sourcing strategy for the organisation and its customers.
3.To plan strategic sourcing strategies by implementing and developing structured procurement processes that are fit for purpose.
4.To implement and ensure compliance with controls and governance requirements, and that all necessary approvals are in place.
5.Lead and manage high profile and complex negotiations for major sourcing activities.
6.Ensure as a result of spend analysis that appropriate procurements are undertaken and savings are delivered.
7.Ensure the team selects the most effective type of agreement for the service / product procured and plans are in place to deliver financial savings.
8.To promote behaviours that encourages a culture of innovation, continuous improvement and delivery of value for money outcomes.
9.Make complex decisions through detailed analysis of options, and recommend solutions using persuasion and influencing skills on higher value, high detailed contracts and strategic sourcing.
10.To create a more capable and efficient Strategic Sourcing team through sharing knowledge and role modelling effective commercial behaviours.
11.To work with customers and clients (using market knowledge and commercial rigour) to develop their requirements into clearly defined specifications.
12.Ensure that procurement outputs are aligned to Customer / Client expectations.
13.To implement and ensure that effective commercial contract governance is undertaken.
14.Develop and manage budgets as required.
15.Represent Commercial in variety of high profile internal and external forums.
The post holder will:-
•work as a member of a large project team and also manage strategic sourcing project teams in their own right as required
•work closely with colleagues to implement our agreed initiatives
•Advise on commercial solutions to enable the fulfilment of core duties and our Target Operating Model
•Provide day to day management on procurement/sourcing programmes
•On procurement projects, use their specialist knowledge and expertise to develop appropriate selection and award criteria
•Provide advice on available options for delivery of activities
•Manage the work of other specialists
